Project Description:
The Pacific Australia Labour Mobility (PALM) scheme is an Australian Government visa scheme that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program (PLMSP) supports the Australian Government and partner governments to implement the PALM scheme. Alinea is contracted to deliver PLMSP鈥檚 monitoring, evaluation, research and learning (MERL) activities on behalf of Australia鈥檚 Department of Foreign Affairs and Trade (DFAT).
PLMSP鈥檚 role is to provide DFAT and governments in 9 PICs and Timor-Leste with support to enable workers to access the PALM scheme in inclusive ways that maximise the benefits to workers and national economies while minimising risks from labour mobility participation. PLMSP鈥檚 primary functions include capacity building for PALM scheme labour sending units; skills development and training for PALM workers; support for returning PALM workers and their families; information system management; monitoring, evaluation, research and learning; and communications.
A central aspect of PLMSP鈥檚 work is supporting partner countries to access more and better information on labour mobilities outcomes and impacts. With partner governments and other partners, PLMSP evaluates specific aspects of the PALM scheme as well as supporting research on economic and social impacts.
About the work
The primary responsibilities of the MER assistant/consultant will include one or more of the following:
- Collecting data in the field, including administering surveys and conducting interviews.
- Collecting data in one or more of the national languages used in the Pacific and Timor Leste, including, but not limited to:
- Fijian
- Fiji Hindi
- I-Kiribati
- Nauruan
- Tok Pisin
- Samoan
- Pijin
- Tetum
- Tongan
- Tuvaluan
- Bislama
- Support the development of data collection tools and participate in activities to socialise these tools.
- Entering data into databases or information systems.
- Coding data using a range of tools.
- Interpreting and using data to create tables, visuals and short text summaries of findings.
- Writing short research or monitoring reports summarising the main findings of a trip or data collection exercise.
- These roles report to the leads of particular MER projects.
The Role
The Monitoring, Evaluation and Research (MER) Assistants/Consultants will be placed on a register and hired on a casual basis when needed to support specific monitoring, research and evaluation projects.
The assistants/consultants will provide a range of services that will include any combination of translation into national languages, collection of field data, data entry, data analysis, data coding, visualisation of data, editing and/or formatting.
These positions are focused on the most interesting aspects of MER, collecting data in the field and working alongside government staff, researchers and evaluators to engage directly with PALM scheme workers, their families and their communities.

Required Qualifications:
We are looking for people with a wide range of lived and professional experiences and different levels of experience.
The key attribute is enthusiasm for collecting high quality information on the lives and experiences of Pacific and Timor Leste workers, their families and their communities.
In addition, we are looking for people who have some or all the following attributes:
- Experience participating in monitoring, evaluation or research, including fieldwork.
- Experience collecting data using a range of tools and methods, including key informant interviews, surveys, focus group discussions, monitoring visits, dialogue (including Pacific and Timor Leste approaches to dialogue) and participant observation.
- Experience recording data, including transcribing interviews and tabulating quantitative data.
- Experience cleaning raw data for analysis.
- Attention to detail, particularly in accurately recording and conveying what people are saying and entering data.
- The ability to work in a diverse range of conditions, including travel to remote Pacific, Australian and Timor Leste communities.
- High-level knowledge of one or more Pacific or Timor Leste language.
- Experience and knowledge of using Microsoft Word and Excel (highly desirable).
- Knowledge of other data collection and information tools (valued, but not essential), including SurveyMonkey, Qualtrics, Google Forms, NVivo, Power BI and Tableau.
- An ability to work well in diverse teams.
- An ability to inform and follow monitoring, evaluation and research protocols.
- Excellent interpersonal skills, to build rapport with diverse groups of people, including women, men, people with disabilities and people from different cultural backgrounds.
- A highly ethical outlook, including protecting the privacy, confidentiality and anonymity of respondents, and complying with DFAT鈥檚 policies on gender, disability, fraud and anti-corruption, the prevention of sexual exploitation, abuse and harassment, child protection and environmental and social safeguards.
- Excellent organisational and management skills, including an ability to initiate and follow up tasks, prioritise and monitor progress, manage a team to achieve targets and outcomes
- Experience in building and fostering relationships with government partners in different contexts
